Tuesday 12 December 2000 

1. New Wage limit fears increasing 
 “Many businesses in the rural areas of the country are now either reducing or terminating their labour force because they cannot afford the proposed new national minimum wage, the PNG Chamber of Commerce and Industry said yesterday.” (Post-Courier, 12 December 2000) Chamber president Michael Mayberry said their office had been receiving these reports since the Minimum Wages Board handed down its determination two weeks ago. “In the rural area, we are now receiving reports that many rural employers are either reducing or terminating their labour force, as they cannot afford the new minimum wages,” Mr Mayberry said. “They are talking thousands of workers. Who is looking after the rural workers and who will look after them when they have lost their jobs? “Is it the union who only represent a small portion of the work force or will it be the Department of Labour, who have a lack of funds?” According to Mr Mayberry, there are two options, either to register the 2000 Minimum Wage determination and have a substantial drop in the labour force, or to do a proper study of all the factors and then increase the wages to an affordable amount. Meanwhile, Mr Mayberry said a new major problem had evolved with the price control on fresh and frozen chickens when retailers were starting to drop the product from their lines due to “in their opinion, insufficient margins”. “This is at a time when poultry producers are facing major problems as the decline in the coffee crop has resulted in a drop of sales of their products. “It appears that we will have to rely on imported chickens once the PNG producers are out of the business. “This will also mean further reductions in employment opportunities. “Wages cost is only one factor in the creation of jobs. Where are we going and are we going to be happy with the outcome?” 

 2. The Mikado 
 The Mikado played to a full theatre and there was even a few persons sitting in the aisles last Saturday, 9th December. The VIP Gala night was an immense success and celebration of live theatrical arts in Port Moresby. A fearsome Katisha and imposing Mikado contrasted with the popular Lord High Executioner and Yum-Yum. Overall an enjoyable spectacle. The audience was specially thrilled with the song refrain “put them on the list, they will not be missed.” 

 3. Telecommunications sector Liberalisation 
 PANGTEL is currently working on various regulations and policy framework to facilitate the transition from a monopolistic telecom market to a competitive environment. An open invitation has been given for submission on the Regulatory policy on customer guarantee and Principles and Guidelines on Interconnection. Our brief comment at this stage is that its impossible to reach the Australian standard on Customer guarantees overnight. This will be the topic of further discussion among the Chamber executive. 

 4. Lion Dance in the Streets 
 The Cathay Club will be hosting a Lion Dance in the streets of Port Moresby, Boroko, Waigani and Gordons on New Year’s Day. This popular event will feature live performers with drums and instruments before exploding firecrackers. The NCDC has given its support to the New Year performances as a cultural event. The performance on the first of January of 2000 occurred without much publicity because it was the first in the streets after many years. The success and popularity means that the Cathay Club will be doing a bigger performance for the first of January 2001. City residents can look forward to this New Year’s event. Senior officials at NCDC will put it in the Cultural Calender if it becomes a regular event. 

 5. POMCCI Office Closure for Christmas-New Year Break 
 Members of the Port Moresby Chamber of Commerce & Industry are advised that the POMCCI secretariat office will close for Chirstmas at 4.00pm Thursday 21 December 2000 and will be open again for business on Monday 8th January, 2001. THURSDAY 23RD NOVEMBER 2000 

1. NCDC BUSINESS REQUIREMENTS IN URBAN SERVICES STUDY. 
The Draft Final Report of the "Urban Development and Services Study for the National Capital District" is now available for examination upon request from the Port Moresby Chamber of Commerce and Industry. The report gives some idea of the services requirements for NCDC in the medium and long term. It was originally prepared by Wilbur Smith Associates, Inc in association with Frame, Harvey West & Maso. The report is in five volumes. Despite occupying five volumes the study is not particularly onerous to read and understand. This is due to much of the report being consisting of maps of the various parts of NCDC and their use, access to services, etc. The hard work was in the compilation of a detailed and reliable mapping of the land use situation in Port Moresby. Detailed population projections come courtesy to the 1994 study by JICA. They show that in coming years there will be strong demand for various types of housing including opportunities in the construction and building materials industries. Particular industrial sectors will find parts of the study useful to their business. Other aspects of the study include recommended institutional improvements and alternative development scenarios. 

2. HANK SPIER, CEO of Australian Competition and Consumer Commission. Giving Luncheon on Wednesday 29 November, 2000 Mr Hank Spier is our guest speaker next Wednesday 29 November. This is a high powered rep from Australia and particularly interesting with Price Controller situation in PNG. At Park Royal Hotel at 12.00pm costing K60 per head. This should be an interesting occasion for members to get first hand information and perhaps contribute towards the formulation of competition and price consumer legislation for Papua New Guinea. Members are encouraged to come as this important luncheon will be the last for 2000. 

3. Price Controller, G143 
The latest development of the price controller issue is G143 issued 9th November. Main note is that amendments have been made to allowable retail margins. (Most being 18% under the new gazette G143, replacing the G100). This is currently under study by us and subject to review. 

4. Need for Chamber Actions in Popendetta town. 
Popendetta businessmen are proceeding with formalising their business representation and are in process of forming a Popendetta CCI. The businessmen are in contact with other Chambers and have certain common complaints that need some addressing. It is felt that it is now time for them to have their own Chamber. 

5. More members for Port Moresby CCI 
The following businesses have applied for membership of the Port Moresby CCI: PNG Institute of Accountants, Pacific Foam Ltd, Edward H O'Brien, JSE Management Ltd, Institute of Business Studies, and Dr J Chin. When asked why they joined some replied they saw it (membership) as an essential part of getting action moving. 

6. East New Britain Chamber of Commerce inquiring about construction company issuing bouncing cheques. The East New Britain CCI has inquired about credit worthiness of one Port Moresby construction company that has issued "valueless cheques". Many business houses there have not been paid for supply of business materials. That company is not a member of our Chamber. Members are forewarned on credit situation. 

7. Wire and Cable Competition. 
In America there are over 350 wire and cable manufacturers. They all contribute to a highly competitive environment for standardised and specific specifications, technique integration and speedy logistics. Local suppliers continue strongly due to ability to concentrate on their best products. American strong domestic demands come from the lasting growth of telecommunications and automobile industries. Public construction projects are reported as never being a negligible factor. (as reported by Trade News).

3. CONGRATULATIONS TO PNG GAS KUMULS 
PNG Gas Kumul Rugby Team advanced into quarter finals by defeating Tonga in the early hours of Tuesday morning with a scoreline of PNG Gas Kumuls 30 - Tonga 22. For PNG to remain undefeated in their pool is in itself an achievement and should make PNG proud especially the business community that has provided sponsorhip funds to enable national sporting teams to participate in international events. The next game against Wales at Windies should be a thriller and PNG has a great chance of going into the semi finals. We offer our congratulations to the PNG Gas Kumuls. 

4. INTERNET SERVICES 
There is some hope for improvement and better quality of service to global internet service users with the announcement made recently that after 4 months of waiting 60 additional digital lines have been allocated by Telikom PNG Limited which should be available in the next couple of weeks. This will bring the total 56k dialup connects available for the users up to 150 lines plus 32 ......33.6K analogue lines. For other users the recent announcement by the Government to deregulate the internet industry is welcome news. 

5. BUSINESS SURVEY AND DATABASE 
It appears you can lead a horse to water but you cannot make it drink . To date only 27 members have responded to our database enquiry . It makes it rather difficult to help our members when they will not give us the basic updated information and interest areas we requested . With this information we wish to create a one-page profile for each member which we could forward to overseas or domestic enquirers. .

Tuesday  31st October 2000 
 

1. CHAMBER LUNCHEONS 
Thank you to all those who attended the October luncheon , especially guests from Cairns Chamber and John Knoff with the visiting PNG/QLD visiting delegation . The likelihood of  a November luncheon with the Price Controller is not looking good so we will explore an earlier request from  Interoil , the operators of the proposed new refinery . 

2.  PRICE CONTROL 
Well a lot can happen in a week in PNG ! Everything seemed to be progressing quite smoothly with  the consultative  process between the Price Controller and the Steering Committee , but for reasons known only to the Controller  allegations surfaced in the press accusing the committee of  "hijacking and sabotaging the consultative process" .  The Committee has strongly refuted the allegations and has only been involved in discussing an agenda agreed on by  both parties . The upshot of all this is that the Price Controller intends to re-introduce GPO 2000 before a process of  consultation has been completed. POMCCI is strongly opposed to abandonment of the consultative process, as such  ill-conceived unilateral action can only be detrimental to the business community and investment in general . POMCCI  will meet with the Steering Committee on Thursday 2nd to consider the possibility of legal action. We urge the Price  Controller and his staff to reconsider their latest course of action and return to the negotiating table . 

3. EBAS MISSION TO PNG 
EBAS is a new EU-ACP matching grant scheme that provides grants to private enterprise, mainly for the provision of consultants  . It is not for capital investment projects and creation of start-ups . The meeting is confirmed  for 1500hrs at Parkroyal Weds 1st November , followed by one-on-one interviews with those interested in availing themselves of EBAS funding for the rest of the  week. 4. NATIONAL PROVIDENT FUND 
POMCCI has been asked to join a group of business entities to address the possibility of alternatives to  the write- down of members contributions . The first meeting will be held on Weds 1st November and is hosted by the Employers Federation . I have already canvassed  opinions from several leading members and would welcome any innovative suggestions from any member on how best they feel this vital area of concern should be addressed . 

5. NOVEMBER EXECUTIVE MEETING 
Our monthly executive meeting will be held on Wednesday 1st and all executive members are encouraged to attend.  High on our list of discussions will be the recent spate of electricity outages and the impact on business . As we have lost  a couple of executive members during the year we are looking at the option of co-opting replacements on to the existing  committee . Tuesday 17th October 2000

1. OCTOBER LUNCHEON : SEV MASO, ELCOM
We are getting a lot of interest for this luncheon so get your bookings in quickly. Details on the lunch are listed on the POMCCI website.Sev Maso will speak on the opportunities for privatisation in electricity generation.

2. PRICE CONTROL
We were hoping to have the Price Controller speak to us at our November luncheon which will be the last for the year unless someone really exciting comes into town and we are able to grab them. Mr Kakaraya has kindly offered the services of Hank Spier, CEO of the Australian Competition and Consumer Commission to discuss proposed new PNG Competition and Consumer legislation. We will keep you advised if we can arrange a mutually acceptable date.

3. AUSAID NOT INVOLVED IN PRICE CONTROL
Some controversy at the last Industry Meeting with Price Controller on 29th September. CAC does have an ASF advisor providing technical advice on establishment of a Standards Association , but his TOR have no reference to Price Control. It would appear his presence at our Steering Ctte Mtg was a misunderstanding and AUSAID have reiterated that they have no advisors working on price control in the PNG government. Just to set the record straight.

4. POSF RESIDENTIAL SURVEY
We have received some information from POSF that the Board is planning to invest in development of residential accommodation on a 10 hectare site at Ela Makana and Chester Streets in the Koki Heights locality. In order to meet the needs of Port Moresby businesses and residents POSF are asking for assistance with completion of a survey form to assist them develop the right mix of accommodation and facilities for the site. 6. PNG ECONOMIC UPDATE
Good to see the team from National Centre for Development Studies at ANU back in town for a joint presentation of the PNG 2000 Economic Survey with INA and PNGIA with AusAID assistance . Keynote address was given by Tim Curtin, former PNG Treasury and Planning Dept Advisor and main theme was the remarkable turnaround that has taken place in the last 12 months. We all know the political will is there at the top to continue with the reforms, so let us hope the politicking can be set aside to allow us to build a solid base for economic prosperity for all Papua New Guineans. Other topics discussed at the Seminar were taxation reform, ICDC centres, privatisation, exchange rate regimes, institutional failure in Melanesia and HIV/AIDS impact on the PNG economy and population.

Tuesday 10th October 2000

1. OCTOBER LUNCHEON :
SEV MASO, ELCOM We are getting a lot of interest for this luncheon so get your bookings in quickly. Unfortunately, several bookings last time were not honoured and this means we lose money on meals booked for people who do not turn up. 2. MOTOR TRADERS ASSOCIATION
Thank you to Des Turville from Boroko Motors and the MTA for inviting us to their October meeting. We noted with some concern the intended introduction of legislation on a device called a "gas gasler" which would have to be fitted to all old and new vehicles in PNG. While we all support legislation which reduce environmental damage , this particular device would appear to be an inadequate and inefficient, not to say costly, attempt at addressing this problem. We will keep an eye on this and open proper dialogue with the appropriate Transport authorities. If anyone has seen this device, or has any literature on its efficacy and installation we would love to see a copy. Considerable interest in the vessel "Golden Coast" which has been sitting in the harbour for five weeks with 406 2nd vehicles ex-Japan, which have supposedly not been able to be sold in the West Africa market. Can we expect a flood of cheap vehicles onto the market ? Dare we say "caveat emptor " ?

3. PNG EFIC MARKET WATCH
Our thanks to Lawrence Atkinson at Westpac for the monthly EFIC updates. There is a comment on PNG's " breach of the peace" on 25th Sept and they state "this weekend's troubles and last week's burning of the Wewak barracks appear to lack any [such] political motive " EFIC attitude is "we continue to offer short-term cover to those exporters experienced in this market, who are involved in traditional trade with established buyers "

4. LAW & ORDER ISSUES
Through Austrade and Greg Hull we have been offered an opportunity to contribute to the AUSAID security programme for PNG. The review is a strategic one and they want private sector comment. The review has not been done since 1993. POMCCI will send a representative to a meeting on Wednesday 25th October but we would welcome any written comment from members who wish to contribute. A copy of the TOR is available from the Secretariat. Today is the opening of K28m worth of AUSAID funding for new facilities at the Bomana Prison, and hopefully an end to the "open -door" policy prevalent in too many of our corrective institutions. President and Executive Member, Joe Kaiyo, attended a special NCD Law & Order Meeting following the horrific and barbaric incidents at Morata over the weekend. We are told it could have been a lot worse and was the result of yet another drunken brawl. The Police have the situation under control and there seems little likelihood of the ethnic payback becoming a major issue throughout the city. NCD Police Commander, Tom Kulunga, and his men are to be congratulated on containing the confrontation to Morata and will be on 24 hour patrol until the situation settles down. At a public meeting there was a universal call for liquor restrictions at Morata and a ban has been placed on the settlement indefinitely, with a view to extending it to all settlements in the City. Interestingly, licensing authorities could find no records of a single licence issued to a liquor trader at Morata. General matters related to the implementation of the Liquor Licensing Law were raised and NCD intend to conduct a campaign to educate all licences on their responsibilities under the licensing laws especially in regard to noise pollution, under-age drinkers and drunkenness around premises, especially in residential areas. POMCCI fully supports these initiatives and urges all members in this category of business to adhere strictly to the letter of the law. We also support recent calls for a moratorium on issuing of new liquor licences. It would appear Port Moresby aspires to the situation which used to prevail in my home city of Glasgow i.e. a pub on every corner !

More problems on 9th October and we are unable to advise what the problem was exactly. Maybe someone from Tiare could advise us so we can keep you informed on what is becoming an increasingly vital business tool ? Maybe an email advice to "keep the customer satisfied " ?

7. TELIKOM PREPAY SYSTEM ?
Interesting news report last week on Telikom's intention to invest K10m in a "prepaid" system. Sounds like a clone of the Elcom Easipay system. We would like to hear more about this and if there is an intended impact on business users. We look forward to hearing from Telikom and will advise you accordingly.

8. HOW IS YOUR BUSINESS GOING ?
We are hearing some rather scary statistics out there with some businesses reporting massive drops in sales YTD and some traders reporting their worst months ever. Tuesday 25th September 2000
1. OCTOBER LUNCHEON 
Plans are well underway to have Elcom CEO, Sev Maso, speak to us on the current state of play with our major electricity generator. At this stage the set date is 19th October. More details when we have them. 

2. MEMBERS DATABASE 
To date only 23 members have responded to our circular sent out several weeks ago in an attempt to update our members database. This is less than 25% response. If you have not received it or it has disappeared into your system somewhere please contact the Secretariat for it to be sent out again. The Chamber cannot respresent your interests properly or communicate effectively if we do not have the correct information. Your cooperation would be greatly appreciated. 

3. WEEKLY E-NEWS 
The weekly newsletter normally goes out to one contact in your company as listed in our database and mailing list. If you have someone else in your operation whom you would like to receive a copy, this is not a problem, we are happy to do this. Just let the Secretariat know and provide an email address. 

4. PUBLIC DISTURBANCES 
POMCCI, along with the general public, is gravely concerned at the civil disturbances which occurred around the Boroko Police Station on Saturday 22nd September. The troubles then spread and affected business trading around Boroko, with the inevitable "opportunists" joining in the fracas. We maintain that members of, supposedly, disciplined forces should allow due processes of the law to take their course. We fail to see the sense in PNGDF officers allowing soldiers to march into a crowded shopping centre. We feel this raises serious questions on the command structures within the army which need to be addressed by government, and the location of a large barracks in such a central position within the city boundaries. POMCCI is trying to establish a solid link to NCD Police HQ so that we can be briefed on exactly what is going on and advise our members accordingly for the safety of their premises and staff.NCD Commander, Tom Kulunga, assured us this morning that the situation is back to normal. 

5. TOWNSVILLE CITY COUNCIL VISIT 
President met with a visiting delegation of city planners who are assisting NCDC with town planning issues within Port Moresby. We are advised that there is a 15 Year Master Plan and have raised the matter several times with the city authorities that a public display in a prominent venue would be an excellent idea and we will continue to pursue this. I am sure we are all impressed with the major infrastructure development taking place, but several members have raised the issue whether there is a traffic-load need and the poor state of some existing roads, especially through parts of the Gordon industrial area, Rainbow and Hanuabada. 

6. SILVER JUBILEE CELEBRATIONS 
Our congratulations to the staff of the National Events Council and Chairman, Peter Barter, on the events in the NCD over the Independence weekend.

1. SEPTEMBER LUNCHEON : PROGRESS ON PRIVATISATION
Thank you to all those who attended the monthly luncheon to listen to Sir Anthony Siaguru speak on the "Progress ona Privatisation". The luncheon was very well-attended and Sir Anthony had to field many probing questions from the floor. A full transcript of Sir Anthony's speech will be posted on the website as soon as we receive it in an email format. Our sincere thanks to the Privatisation Commission and Sir Anthony for agreeing to address our members. Any suggestions for October Luncheon ?

2. JINAN TRADE DELEGATION
So who knew where Jinan was ? For those who didn't, it is the capital of Shandong Province on China's east coast and covers 8,227 sq. km and has a population of 5.49m. We will hold preliminary discussions with NCDC on the possibility of a trade delegation in May 2001 to visit our sister city.Many major multinationals have production facilities in Jinan. If you would like to indicate a possible interest in joining a delegation, let us know by email.

3. IMPORT DUTY IMPACT ON VIDEO/AUDIO INDUSTRY
We have received copies of two submissions to IRC on the ramifications of the current duty levels on video/audio items.The thrust of these submissions is whether such electrical goods should be classed as "luxury items" and the fact that the PNG populace now face the possibility of being offered inferior brands due to price constraints. It is difficult to consider a TV or VCR a luxury item in today's developing society. POMCCI will lobby in support of these submissions. Any other comments from retailer members are most welcome.

4. THE COST OF FUEL : HOW HIGH WILL IT GO ?
Given the recent spiralling cost of crude oil we need to brace for another round of fuel increases. This is a worldwide problem being faced all over Europe and UK and Australians, with a weakening dollar, will this week, for the first time, face the possibility of AUD1.00 for a litre at the pumps. The issue in UK will focus on the level of Govt. excise on fuel, and maybe this is where our focus should be also, after all we are hopefully gaining on the other side of the ledger with oil prices nudging USD40.00/barrel. Higher fuel prices impact on all sectors of the economy and need to be addressed as such.

5. PRICE CONTROL STEERING COMMITTEE
This new committee is now meeting regularly with the Price Controller and POMCCI welcomes this initiative by all parties. Why does it need a "crisis" like the issue of Gazettal G100 to get a proper consultative process in place ? PNGCCI, Employers Federation, PNG Business Council, Manufacturers Council and POMCCI (through our representative, Danny George from Steamships, who has wide experience in the retail sector ) are on the committee and we look forward to seeing appropriate formulae and mechanisms, agreed to by both sides, being put in place to avoid the unfortunate occurrences of the last few weeks.

7. PLANNING FOR YOUR CITY
NCDC has sought the assistance of another sister city, Townsville, to conduct a Planning and Development Scoping Study. The study is being conducted by Mathew Beggs and Andrew Bullen(Townsville City Council Planners) and is funded by the Commonwealth Local Level Government Forum. They will submit a report to AUSAID for funding consideration. NCDC wishes to involve the business community in this process and to this end POMCCI will meet with the team on Friday. 2. CHINESE TRADE DELEGATION
The Executive and any interested members will be meeting the delegation from Jinan City, a Port Moresby sister city, at the Chamber offices on Weds 13th September from 1030-1130 hrs.

3. PRICE CONTROL ISSUES
We have been actively involved in a series of meetings to address the recent issues raised by the Price Controller and Gazettal #100. We are pleased to advise that the most recent meeting held on Monday 11th succeeded in having Gazette #100 withdrawn, security bonds withdrawn and a process of consultation established with the Office of the Price Controller at which POMCCI will be represented by Mr Danny George of Steamships Trading.We trust this new process will be established soon and the anguish caused by recent unilateral decisons will become a thing of the past.

4. MEMBERSHIP
We still know of a lot of businesses out there who are not members of the Chamber. Ironically, some of those same businesses still approach us for assistance on business matters, and we politely advise them we provide a service for our members only. If you know of someone who should be a member please encourage them to join. Companies who join now will not be billed for the last quarter and their membership will run to year end 2001. Help us now to increase membership and strengthen our lobby power.

5. KULA FUND
The Board members of the CDC supported Kula Fund are in town for their annual meeting and hosted cocktails for members of the business community on Monday. Former New Zealand Finance Minister, Ruth Richardson, spoke highly of the recent advances made in corporate governance in PNG and their intention to take a hard look at more investment in PNG. Her comments were extremely positive and should be taken as real encouragement to the business community.

2. CAIRNS INTERNATIONAL TRADE CENTRE
Members of the Executive met last week with EO of Cairns Chamber to discuss ideas of mutual benefit to trade between both cities . We look forward to developing links with our nearest neighbour in Australia

3. CHINESE TRADE DELEGATION
A delegation from Port Moresby's twin city of Jinan, PRC, will be in Port Moresby at the invitation of NCDC for the Silver Jubilee celebrations. We have scheduled a meeting with the delegation at the Chamber offices on 13th September from 1030-1130 hrs, and any interested members are most welcome to attend. 4. EXECUTIVE MEETING
The monthly Executive Meting is scheduled for Wednesday 6th September. Members with items they wish discussed should contact EM John Kamblijambi to have them included on the agenda. Minutes of all meetings are posted on the website within a week of each meeting.

5. PNG INSTITUTE OF COMPANY DIRECTORS

6. INDONESIAN VICE PRESIDENTIAL VISIT
Our apologies to all those who indicated an interest in attending this function. At very late notice we were advised the visit would be a ceremonial one and that there would be no time for a scheduled visit with the business community.

7. PNGCCI QUARTERLY MEETING

9. PNGFIA SEMINAR 7th SEPTEMBER
Members are invited to a seminar hosted by the PNG Forest Industries Assoc. at 1500hrs on Thursday 7th September at the ParkRoyal. The Keynote speaker will be Ian Whyte, CEO of the Forest Industries Assoc of Tasmania, who will discuss the development of initiatives to foster commercial tree growing activities, forest product development and investment. 10. VISIT OF THE " LITTLE DOVE "
Sail ahoy ! was the cry on Saturday 2nd as the replica of the 1606 Dutch vessel "Duyfken" sailed into Fairfax harbour. Sponsored by Chevron the ship is retracing one of the first voyages chronicled in this area and visits Port Moresby as part of PNG's Silver Jubilee celebrations. Congratulations to all those involved at Chevron for a spectacular start to the Independence events.

11. CONSUMER AFFAIRS / PRICE CONTROLLER
The Chamber was represented at an urgent meeting called by Minister Moi Avei on Friday 1st September to discuss serious issues raised by Gazettal 100 on margins related to "declared items" and the inclusion of many new areas to be included under price control, including education and rental fees. Also present were representatives of PNGCCI, PNG Business Council, APNG Business Council, major retailers and producers. Secretaries of Finance and Planning joined the meeting and heard the concerns of the business community, especially on the lack of consultation, and the apparent lack of understanding shown of actual pricing mechanisms in a free market. In an unsigned letter on 5th September POMCCI received the following response from CAC ;" your action does not bode well for the type of dialogue your office may wish to enter into with the Price Controller's Office." We will keep you advised of developments.At this stage we understand Gazettal #100 has been withdrawn, so we are unclear of the legality of the General Prices Order 2000.

2. NATIONAL TRIPARTITE & CONSULTATIVE COMMITTEE (NTCC)
This meeting was finally held on 25th August at Parliament House and President attended part of the meeting . All parties were represented from Government , Employers and Unions. There is some serious discussion developing that the Common Rule should be reviewed and standardised for the whole country. If you have comments we want to hear them

3. PNG INSTITUTE OF COMPANY DIRECTORS 
The Inaugural AGM was held on Tuesday 22nd August and the Chamber is well represented on the Inaugural Board by President, David Murray and Ray Clark. POMCCI supports any major initiatives which improve the level of corporate governance in the country .

4. NCD PHYSICAL PLANNING BOARD 
There has been considerable debate in the city on the re-zoning issue surrounding the Boroko Foodworld Supermarket . NCDC is seeking comment through advertisement on the possible re-zoning of Section 71 Allotment 23 and 122 Hohola ( the open area in front of Bridgestone Tyres etc). We are of the opinion that a significant part of this land should be allocated for recreational use. If you have any comments you may make them as a concerned individual or through POMCCI. Please note date for submissions closes soon . 

5. VISIT BY INDONESIAN VICE PRESIDENT -SEPTEMBER 16th 
Manufacturers Council is organising a luncheon on Saturday 16th in honour of Vice President Megawati Soekarnoputri. We were only advised yesterday but if you will be in town and would like to attend please contact the Secretariat as soon as possible. 

6. VISIT OF " DUYFKEN" 
Chevron Niugini are supporting the visit of the sailing vessel "Duyfken" to Port Moresby as part of the country's Silver Jubilee celebrations. The vessel arrives in Port Moresby on 2nd September and should be a spectacular site as she enters the harbour . 

7. SILVER JUBILEE CELEBRATIONS 
Preparations are well underway for the 25th Anniversary celebrations . Events leading up to the day start on 2nd September and will culminate with Eda Moale activities , Grand Float Parade on 15th and "Nation-on-Parade" on the 16th at Sir John Guise Stadium . We encourage all our members to support the Float Parade and Nation -on -Parade as well as all the activities. 8. ELCOM BILLING 
We have received communication from several members regarding incorrect information and inaccurate billing on statements . Members are advised that the new tariff was gazetted as of 1st June 2000 and bills should be checked carefully before payment . One member found discrepancies which amounted on two occasions to almost K11,000 ! Toksave tasol .

5. POMCCI/NCDC CITY TOUR
F Chow, B Kepit and D Conn inspecting the drainMembers of the Executive and Acting City Manager, Bernard Kipit, visited some of the new infrastructure projects being undertaken in your city last Friday. Accompanied by Deputy Administrator, Nick Kuman, the visit was an eye-opener on what is planned for Port Moresby . Road projects and drainage at Wards Road,Gabaka Street and Kennedy Road/Gordons Circuit were visited as well as sites of existing mini-markets at Malaoro Korobosea and proposed new site at Boroko East opposite Pom International School. The tour ended at the newly revamped Gordons Market. We were most impressed with the level of cleanliness and organisation in the markets . In all we saw over K42m worth of development happening in the city,and this did not include scheduled work at 4-Mile Bus-Stop, Gordons Market roadB Kepit and D Conn at the Gordons market restructure, and this can only send positive signals on Port Moresby.We did raise issues of ongoing maintenance on these new projects and the need for rehabilitation and maintenance of exisiting infrastructure . We also reiterated our stand that development of both formal and informal sectors are vital for the ongoing social and economic development of our city . POMCCI intends to continue constructive dialogue with city authorities and we congratulate NCDC administration on their willingness to talk to and inform the business community .

7. POST PNG v PRICE CONTROLLER
POMCCI has been approached by Post PNG to support Post PNG fight a proposed legal challenge by Price Controller over Mail Box (PLB) charges. While we would not ordinarily become involved in such legal issues we have certainly had some adverse comment on the way these fees were introduced Post PNG maintain this is not a price-controlled item. It would seem to be a waste of public monies to mount such a challenge when this issue could be settled with some appropriate discussions. Your comments ?

8. SILVER JUBILEE AWARDS
At the request of the Chairman of the Awards Committee we have submitted the names of 60 prominent business members with long and outstanding service to Port Moresby to be considered for award of Silver Jubilee(Honours) Medal and the Silver Jubilee Medal. We wish these nominees well in the selection process.

9. AESOP BUSINESS VOLUNTEERS
We receive regular information from this organisation based in Canberra and supported by AUSAID. It is a non-profit organisation which concentrates on skills transfer, providing assistance to the management of businesses, organisations and institutions in the developing countries of the Asia Pacific region. In 1999-2000, 44 volunteers served in PNG on assignments which included health management, construction,accounting, newspaper editing, stock control,boiler maintenance, laboratory services, museum curator, physiotherapy, chainsaw operation, butchery and production management. 2.MINIMUM WAGE BOARD
Your Chamber has welcomed the government statement on its submission for a small increase in the Minimum Wage . Recent attacks on our stance by the PNGTUC would appear to indicate they refer to a copy of the PNGCCI paper which we thought were submitted in confidence to the MWB. The President's response calling for restraint from all sectors is in today's "National" newspaper. We remain committed to the National Tripartite Consultative Council, as the proper forum for such issues . The PNGCCI representative, Lae CCI President, Alan McLay, attended an aborted meeting at which union reps were absent. The next meeting is deferred until 25th August and it is hoped all parties can be present.

2. Filipino-Chinese Chambers of Commerce Delegation
Both PNGCCI and POMCCI Presidents were honoured guests at a function hosted by the Kenmore Group last Thursday to welcome a delegation of 86 businessmen led by Kenmore Chairman, Lucio Tan . Our thanks to Mr Tan and Kenmore Chief Kieran Nash for inviting us to be party to one of the largest trade delegations seen in the city for years . Mr Tan emphasised , his guest, Sir Mekere Morauta's statement that PNG was "in business and means business" . POMCCI sees this visit as a vote of confidence in the economic changes and congratulates the Chairman and Kenmore for their long-standing faith in PNG .

3. INTERNET UPGRADE
POMCCI welcomes the recent upgrade from 1mB to 2mB for internet services in the country by Optus engineers and congratulates Telikom and all involved in this step forward. We look forward to continuing development in this new and vital area of communication for business.

5. POMCCI/NCDC CITY TOUR
Members of the Executive and Acting City Manager, Bernard Kipit, will make a tour of new infrastructure projects in the city on Friday 18th August, starting at 1040hrs from City Hall .Spaces are limited but members who wish to come may speak with John Kambiljambi at the POMCCI office. At this stage we will look at Gordons road works, drainage in same area, possible site of minimarket at a site near Merrimart on Waigani Drive and finish at the Koki site of proposed new road works there. This will be part of an attempt to open dialogue with NCDC on new projects in the city.

7. PNG COASTAL CLEANUP ASSOCIATION

2. A FAIR DAY'S PAY .........
POMCCI has received several communications this week on the alleged payouts to the CEO of Finance Pacific and shares the concerns of the PNG Business Council , Transparency International and Caritas PNG. This is only one of a number of such contracts which have to be addressed and we understand legislation is before Parliament to bring all such remuneration packages under the SRC . POMCCI welcomes this and urges all Members of Parliament to pass it and eliminate the excesses which have crept into the system . Many of these payments appear to bear little or no resemblance to commercial reality . It makes it extremely difficult for your Chamber and other industry bodies to urge workers , teachers and policemen to be patient and restrained in their wage demands at forum such as Minimum Wage Board , when these excesses are allowed at the top.

3. NATIONAL ROAD SAFETY FORUM
This was held last week 26-27 July at Parkroyal and I wish to record our thanks to Fabian Chow from POMCCI and Dr James Chin from UPNG for the huge amount of work put into this forum. Minister for Transport,Bart Philemon opened the event. Fruitful sessions were held on road safety ,road system in PNG , causes of accidents , as well as financial and social costs to the country . A full record of the proceedings will be produced and you may advise the Chamber office if you require a copy . POMCCI welcomes such collaboration between its members , NRSC and NCDC , although the absence of the Dept of Transport was disappointing .

4. MONTHLY EXECUTIVE MEETING
The Executive Ctte meets first Wednesday of each month , next meeting is on 2nd August . Members are most welcome to observe the proceedings or contribute items to the agenda . Agenda and Minutes will be posted on the website after each meeting for your information .

President has opened dialogue with this body formed by the merger of the MTIA and the Australian Chamber of Manufactures.Of particular interest is their linkages to the Global Trade Point Network with over 130 Trade Point sites worldwide .We will explore the possibility of establishing a site here in PNG, on which you can advertise, and be part of a world- wide network for trade enquiries . At present Australian companies can advertise for as little as $200/year with an Internet Business Card . Look out for the Trade Point logo and link soon on your website .

We will soon be starting on an upgrade of our members listings which will be divided into industry categories . Much of our information is out of date and we want to create an active listing which will show contacts and link directly to your email or website . Each member company will have an easy to use standard format one page profile created highlighting your business activity , product areas and business interest . We seek your cooperation during this information gathering exercise . 2. INTEREST RATES
POMCCI will continue to express its opinion on the current financial situation and hopefully today's announcement by Westpac on decreased interest rates will see similar action by other commercial banks. POMCCI hopes this will be the start of a continuing decrease 
in crippling rates . 

3. MINIMUM WAGES BOARD
POMCCI is in agreement with all major employer groups that a large increase in the minimum wage as demanded by the unions is not the answer to current employment problems , and even if employers could afford it in these difficult times , it would in fact be detrimental to the hopes of youngsters attempting to enter the workplace for the first time. We shall continue to adopt this stance through the appropriate channel which is the National Tripartite Consultative Council . 

4. NEW ELECTRICITY TARIFFS
As advised the new tariff was gazetted to come into effect on 1st June. We continue to hear that consumers have been receiving bills for usage prior to 1st June which are charged at the new rate. POMCCI has verbal confirmation from the Price Controller that is contrary to his decision and should not be happening. 

5. NCD URBAN PLANNING
The next meeting of this committe chaired by Lady Kidu will meet on 27th July . POMCCI will be represented and we welcome any comments you have on issues such as squatter settlements, basic infrastructure, land tenure and accessibility, law and order . 

6. POST PNG / AIR NIUGINI
We have approached Post PNG regarding reports of lax security affecting successful transmission of mail from Boroko and Port Moresby Post Office Also on the postal front , we have asked Air Niugini to verify new rules on weight of parcels going through the postal system which appear to be in conflict with world-recognised International Postal Union procedures. Let us know if you have had any postal problems as we are assured by senior mangement mprovements have been put in place . 

7. NATIONAL ROAD SAFETY FORUM
This is an initiative of the Road Safety Council and POMCCI and a lot of work from Executive Member, Fabian Chow, has gone into it . It will be held from 0900hrs on 26-27th July at the Parkroyal, Port Moresby. Members are most welcome to attend .

At last our website is up and running ........our thanks to James Chin for his assistance . Have a look and give us your comments. Weekly news will be posted on the site as will the next issue of the bi-monthly newsletter . Encourage your friends to have a look and please advertise it as widely as you can . There is a membership application form if you can encourage a new member as well as information if you wish to advertise at very economical rates . We intend to extend the site further with a trade contact section and an area accessible only to POMCCI members . Members who wish to link their own site to POMCCI may do so free of charge and there is information on how we can assist you produce your own home page at reasonable charges . Expect a few glitches as we get going ..........please let us know if you find any or have any comments on how you feel the site can be improved to add to the value of your membership . 

2. PUBLIC HOLIDAYS
I think we have it correct now ..........Sunday 23rd July is Remembrance Day with public holiday on Monday 24th July . The Independence holiday will be Friday 15th September and Saturday 16th September . Monday 18th is not a public holiday ...........and I am sure all your staff will be on deck at 0800hrs on the 18th !! 

3. APEC CEO SUMMIT , BRUNEI
The Manufacturers Council is coordinating a PNG delegation to the APEC CEO SUMMIT 2000 from 13-15th November in Brunei , Darussalam . PNG was not represented at the last summit in Auckland and government is very keen to see a sizeable delegation in Brunei . Approximate cost is USD3000 plus accomodation etc . 4. COLOMBO PLAN WORKSHOP
The Colombo Plan Secretariat will run a workshop on "Understanding Modern Financial Markets " in Mumbai , India from 9-20 October . All expenses for candidates who meet the criteria will be met by the Govt. of India and the Colombo Plan Secretariat . Nominations close 31 August . 5. NAPA NAPA OIL REFINERY
President has held some preliminary discussions with Interoil Ltd officials on the proposed refinery and the ramifications on fuel prices . POMCCI extended an invitation to Interoil Ltd to host the regular Chamber lunch in August , but they have now asked this be deferred till September . We will keep you advised on this one . Suggestions for the August luncheon ? 

6. MEMBERSHIP OF POMCCI
Do you know a business which is not a member of their local Chamber ? Why not encourage them to join ? The more members we have the louder our voice on the issues which affect your business . New companies who join now can do so for only 50% of the annual fee . 7. NCD URBAN PLANNING
President has been invited to contribute to discussions on future directions for planning in NCD . The Committee is chaired by Lady Carol Kidu and is canvassing a wide range of issues which need to be addressed in regard to infrastructure and land in the city and environs. We have suggested to the NCDC the possibility of a public exposition of the NCDC Master Plan for Port Moresby for the next 15 years so that public comment can be invited . 1. MINIMUM WAGES BOARD SUBMISSIONS
As you may have seen in recent press releases there is some nervousness about the results of the forthcoming MWB hearing. The Chamber is firmly opposed to demands that the minimum wage has to be increased substantially to a "living wage" . Urbanemployment has increased every year since the labour reforms of 1992 and we feel that very few , if any , of our members pay anything near the MW and that marketforces should prevail. We will not see significant economic growth if we are, once again, to operate in a high wage environment 

2. A " CONFEDERATION" OF INDUSTRY ?
The President met with other Chamber and Industry body executives last week to discuss areas of mutual concern so that we may speak to government with a unified voice . The first meeting called by the PNG Business Council was a success and ageneral agreement was reached to continue monthly meetings. POMCCI welcomes this initiative and looks forward to the possibility of a more formalised "confederation" 

3. PUBLIC HOLIDAYS
Sunday 23rd July is Remembrance Day and the public holiday will be on Monday 24th July. The public holiday for Independence will be on Friday 15th and Saturday 16th September. Tuesday 19th is Provincial Government Day but is NOT listed as an official public holiday . 

4. PNG SILVER JUBILEE
The President is in constant dialogue with the Events Council to see how the city business community can assist in the celebration of this important milestone in our nations's history . Executive member Joe Kaiyo's community ctte will handle this on behalf of the Chamber . Contact for Events Council is Col. Eric Ani on email address nec2@daltron.com.pg if you would like to assist . POMCCI intends to submit names of important personalities in the business community to the Events Council to be considered for award of the 25th Independence Medal. Any recommendations ? 

5. INTERNET SERVICES
Tiare were to have expanded the bandwidth on the international gateway from 1mb to 2mB on 6th July . It would appear there has been some problems , but the upgrade will go ahead soon. We will advise if we hear more . POMCCI welcomes this positive attempt to upgrade internet access in PNG . 

6. STAFF CHANGES
Our Executive Manager , Heni Goro , is no longer with the Chamber as of 11th July . We wish him well in his future position. Mr John Kambilijambi, ex-Telikom will be working with us on a temporary basis until a replacement is appointed.
